Found this old fan on a clean up and someone has cut the cable off - Why do they do that just for a little bit of copper! 
Was hoping to repair the fan as its really cool looking can you help me please.

CAN YOU SEE IF THE OSCILLATOR ATTACHMENT HAS A SETSCREW, COTTER PIN, SCREW & NUT HOLDING IT ON? IT LOOKS LIKE SOMEONE PAINTED THE FAN...SO PAINT MIGHT BE COVERING THE ATTACHER
