 There is a pin holding the top star onto the shaft. You can punch it out then the star should come off.

The bell you have is from a Brass Bell AOU fan and those are pressed on to the shaft whereas the two/three star lower wheel is screwed on. Therefore the shaft you have is for a two/three star.
