Ok, I just checked the Emerson research project in the info section and here's what I found.

Middle digits:
2 = 25 cycles
5 (this wasn't on the research page; I base it on my personal findings) = 50 cycles
6 = 60 cycles
9 = 133 cycles
0 = DC

Your Cutler fan should have a 2 if it is new enough for the decoding system.
