It runs and oscillates with a noticeable difference between the 3 speeds. The blade is balanced but the set screw is missing. I got a tingle when changing speeds from the base so I think there's a wire touching In the base. No slop in bearings and a smooth runner

The end of the top strut should be just like the other two struts.  Could that strut be from a 16" fan and was bent to fit?

Definitely not correct maybe all the struts are a little out of whack and and someone bent the top strut down it also looks like the cage top Back ring is bent down  it wouldn't take too much to fix it..  what's with the setscrew on the blade
